IBC eBulletin - Update to Health Care Reform - Women's Preventive Health Coverage - On January 20, 2012, the Department of Health and Human Services (HHS)
announced that it is modifying the August 2011 interim final rule requiring
coverage of preventive services for women. The effective date for coverage of
contraceptive services will be extended from August 1, 2012, to August 1, 2013,
for nonprofit employers who, based on religious beliefs, do not currently
provide contraceptive coverage in their insurance plan.

IBC eBulletin - Minimum Medical Loss Ratio Provision - As a part of Independence Blue Cross's (IBC) implementation of the Minimum
Medical Loss Ratio (MLR) provision of the Affordable Care Act, commonly called
health care reform, we must identify each of our group customers as a small or
large group, as defined by the federal government, and verify the Employee
Retirement Income Security Act (ERISA) status of the group.

IBC eBulletin - High-Deductible Health Plan Update: Certification Requirements - Earlier this year, we issued a reminder about Independence Blue Cross’s (IBC)
policy on employer-funding of high-deductible health plans (HDHP). The IBC
policy states that customers may not purchase an HDHP and contribute more than
50 percent of the member cost-sharing with additional funding or coverage
sources. This policy applies to Health Savings Accounts (HSA) and Health
Reimbursement Accounts (HRA).
