Open Enrollment

FBP has been working hard to ensure that this year's Open Enrollment is the best yet! Please review the Key Dates and Notes on the reverse side for details.

Optichoice conversion

As you may have heard, all Association subscribers currently enrolled in Optichoice will be automatically converted to the IBC $75 Biennial Vision product effective 1/1/2007. In November, FBP will send termination letters to all Association Optichoice members with:

  • Benefit Grid comparing Clarity Vision and IBC Vision
  • Additional details on the available IBC Vision options
  • "Default Vision Transition List" with Clarity Vision and comparable IBC Vision options
  • Rate Sheet

Association Transfers

A reminder that FBP is accepting Association of Record (AOR) letters to transfer Association business to Flexible Benefits Plans. Details are available on the reverse side of this newsletter.

Upgrades, Downgrades

All groups requesting coverage changes must complete the benefit change form and submit it by Wednesday, November 22, 2006 to get a January 1, 2007 change effective date. This form must also be signed by a company official.

New faces

FBP is pleased to announce the newest addition to the FBP family. Jack Meehan recently joined our organization as the Director of Sales. Jack comes to us with a solid background in Sales and Marketing and brings 10 years experience with him from Independence Blue Cross.

Jack graduated from the University of Dayton in 1990 with a B.S. in Marketing and Finance. He has held many positions within the IBC Marketing Division; his latest position was the Manager of the 10-99 Broker Segment.

His strong background in all facets of the insurance industry will be a positive asset to our organization. Please join us in welcoming Jack to our organization, and give him a call if he can be of assistance to your marketing efforts.

New IBC PPO Explanation of Benefits policy

Effective December 15, IBC will no longer send members "zero benefit" Explanation of Benefits letters. This policy is already in place for HMO members.


FBP Key Dates and Notes - Fall 2006/7

10/18/2006 Tentative renewal rates mailed to brokers
These rates should not be released to employer groups until October 23 to allow IBC time to revise the rates, if necessary.

10/23/2006 Production of renewal letters begins
Letters will begin to be produced and mailed beginning 10/23. Letters will be staggered to assist you in managing your customer base.

11/22/2006 All paperwork for coverage changes due
All groups requesting coverage changes must complete the renewal form or a benefit change form and submit it by Wednesday, November 22, 2006 to get a January 1, 2007 change effective date. A company official must sign this form.

Groups changing lines of business must complete Subscriber or Member Enrollment or Change forms.

12/10/2006 New Business paperwork due
All paperwork must be received at FBP to qualify for a January 1, 2007 effective date.

1/10/2007 Association of Record transfer letters due
Letters must be completed by the transferring group and returned to FBP by Wednesday, January 10, 2007 to qualify for a April 1, 2007 transfer date.

2/12/2007 Association transfer paperwork due
Association transfers requesting coverage changes must have paperwork submitted to FBP by Monday, February 12, 2007. Paperwork must include:

  • UC-2A for group re-qualification
  • Benefit Election form
  • Renewal rates for selected option
  • Premium check, payable to FBP
  • Member Applications
  • Waivers (if applicable)
  • Copy of BOR/AOR with updated date
